Today, the part of the British Isles most likely to self-describe as British is England, who are also the most dominant country in the UK, with more of a population/total GDP imbalance than historically too. So although there are caveats like the extinct and little-known Celtic language named British that was spoken in present-day England, I think today there's a tendency for 'British' to be used in opposition to 'Celtic' by Scottish/Welsh nationalists for example.
